Changes in household welfare rankings in Yogyakarta have come under scrutiny after several residents reportedly experienced significant increases in their assigned welfare categories. The changes have affected access to social assistance and education-related support.
Yogyakarta Governor Sri Sultan Hamengku Buwono X has raised concerns over cases in which residents previously considered economically vulnerable were suddenly placed in much higher welfare categories.
One case involves 70-year-old Suwarno, a resident of Yogyakarta City. His welfare ranking reportedly rose to the highest category, resulting in the loss of social assistance. Another resident, Timbul from Kulon Progo, was moved to category 9, which created difficulties when applying for tuition fee relief.
Sultan said such changes could create new problems if the recorded welfare status does not accurately reflect a person's actual economic circumstances. Low-income residents may lose access to government assistance when their welfare category suddenly changes.
Through the Yogyakarta regional secretary, the provincial government has discussed the issue with Statistics Indonesia. Sultan said a solution is needed to ensure that people who genuinely require assistance can continue receiving appropriate government support.
“There must be an agreed solution,” Sultan said.
Social Agency Explains Suwarno's Benefit Suspension
The Yogyakarta Social Affairs Agency has also explained why Suwarno's Family Hope Program (PKH) assistance was discontinued.
Suwarno is a retired librarian who now lives alone and earns approximately 900,000 rupiah per month. His PKH assistance was stopped in 2025, while his welfare ranking subsequently changed significantly.
According to the agency, the suspension was related to PKH eligibility regulations. The program provides assistance based on specific household components, including elderly people, persons with disabilities, school-age children, and pregnant women.
In Suwarno's case, his current status as a person living alone resulted in the PKH benefit being automatically discontinued by the central system. The local social agency said the policy is determined at the national level.
Yogyakarta Government Plans Data Reverification
Although Suwarno's PKH assistance has ended, the regional government operates its own social assistance programs. The Social Affairs Agency plans to conduct another verification and validation process with local assistance workers.
The reassessment is intended to determine whether Suwarno can be included as a recipient of regional assistance for September 2026.
The issue highlights the importance of regularly updating and verifying welfare data. Inaccurate or outdated information can affect people's access to social assistance, education support, and other government programs.
Addressing the problem therefore requires more than simply updating databases. Effective complaint and verification mechanisms are also necessary to ensure that people who genuinely need assistance are not left behind because their recorded welfare status does not reflect their actual circumstances.
