On Wednesday, July 29, 2026, the West Java provincial government announced a target to ensure that every resident has access to electricity by 2027. Governor Dedi Mulyadi said the number of people without electricity has already fallen significantly, from around 500,000 to roughly 70,000. The government wants to eliminate the remaining gap next year.

Dedi delivered the target while speaking in Bandung Regency on July 29. He described equal access to electricity as an important part of development, arguing that the benefits of the energy sector should reach everyone, including communities that still have limited or inadequate access to power.

He also proposed giving communities located near energy-producing areas a more direct benefit through cheaper electricity. In his view, it makes little sense for a region to produce energy while local residents continue to struggle with access to electricity.

Dedi said the idea could apply to areas producing renewable energy, including geothermal power, solar power, hydropower, and waste-to-energy facilities. Looking further ahead, he even floated the idea that villages where energy is produced could receive electricity at extremely low rates or potentially free electricity under a long-term model.

The governor believes direct benefits could also encourage communities to protect energy resources. If residents see a clear connection between the energy produced in their area and improvements in their daily lives, they may have a stronger incentive to protect the environment and support the sustainability of those energy sources.

The electricity target is being pursued alongside a wider expansion of energy infrastructure in West Java. One major project is the Legok Nangka waste-to-energy facility in Bandung Regency. The project is intended to address the region's growing waste problem while also producing electricity.

Legok Nangka is designed to generate 40.79 megawatts with an estimated investment of around US$400 million, or roughly Rp7.2 trillion. Construction is expected to take about 41 months, with commercial operations targeted for 2029. The project is also expected to create around 1,565 jobs during the construction period.

The provincial government is also considering additional waste-to-energy facilities across Bandung Raya, Garut, Bogor, Depok, Bekasi, Bekasi Regency, and the Cirebon area. The broader plan is to increase renewable energy capacity while dealing with the growing volume of waste.

With around 70,000 people still without electricity, West Java has a relatively short window to meet its 2027 target. Success will depend not only on building more power plants, but also on expanding distribution networks, reaching remote communities, securing financing, and maintaining coordination between local authorities and electricity providers.See More
